Our point is the article №3, paragraph №6 of the law "On the languages of the peoples of the Russian Federation" http://pravo.gov.ru/proxy/ips/?docbody=&nd=102012883 stating В Российской Федерации алфавиты государственного языка Российской Федерации и государственных языков республик строятся на графической основе кириллицы. Иные графические основы алфавитов государственного языка Российской Федерации и государственных языков республик могут устанавливаться федеральными законами means Stalin(sic!) cyrillic is the only possible writing system. It mentions also "other graphic bases" but de facto aim of the law is to prevent any diversity: https://tinyurl.com/3nnfatvb

Now they have also paragraph №7 stating Порядок утверждения норм языков коренных малочисленных народов Российской Федерации, правил орфографии и пунктуации этих языков определяется Правительством Российской Федерации means that Russian government "set the order of regulation" means in fact regulate orthography and even punctuation of languages of small peoples.

Taking into account the common repressive politics of the Russian government to make all the peoples "small peoples", the only appropriate paragraph is that Russian government may not set any regulation of any language!
